  "message": "Perform bootstrap in two stages\n\nThis first does a jiri update using a minimal manifest to set up the\njiri tool itself and then does an update with the default manifest. If\nthe bootstrap update fails the script deletes the whole JIRI_ROOT since\nit is in an unusable state.
